Lodging an Online RTI Application

To file an RTI application online, select Department of Financial Services as the Ministry/Department and Pension Fund Regulatory and Development Authority (PFRDA) as the Public Authority.

What is the Right to Information Act 2005?

The Government of India has enacted the Right to Information Act, 2005 to enable the citizens of India to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority.  

What Qualifies as Information Under RTI?

According to Section 2(f) of the RTI Act 2005, information includes:   

  • Government records, reports, and circulars;   
  • Memos, emails, contracts, and agreements ;  
  • Data in digital or physical formats;   
  • Information related to private bodies that can be accessed by a public authority under Indian law. ; 
  • Any details accessible under prevailing laws 

Who Can Apply for RTI?

Any Indian citizen can request information by submitting an RTI application in writing or online in English, Hindi, or the official language of the region in which the application is being made, together with the prescribed fees.  

Who Provides the Information?

Each public authority appoints:   

  • Central Assistant Public Information Officers (CAPIOs) to receive RTI applications.   
  • Central Public Information Officers (CPIOs) to process and provide the requested information.   

Public authorities must respond within 30 days of receiving an RTI request.  

How to Submit an RTI Application? 

According to the Right to Information (Regulation of Fee and Cost) Rules, 2005:   

The RTI application fee is ₹10, payable via:   

  • Cash (with receipt)   
  • Demand Draft (DD)   
  • Bankers’ Cheque   
  • Indian Postal Order (IPO) favoring Pension Fund Regulatory and Development Authority  
  • Applications can be sent via post, fax, or email, but processing starts only after the fee is received.

Appointment of Appellate Authority

Public authorities are also required to designate authority (IES) senior in rank to CPIO, as Appellate Authorities, who will entertain and dispose of appeals against the decision of the CPIO as required under the Act. Any person who does not receive the decision from CPIO either by way of information or rejection within the time frame may, within 30 days from the expiry of period prescribed for furnishing the information or 30 days from the date of receipt of the decision, prefer an appeal to the Appellate Authority.  

PFRDA's Obligation Under the RTI Act 

Pension Fund Regulatory and Development Authority is a public authority under the Right to Information Act, 2005. Pension Fund Regulatory and Development Authority is obliged to provide information to public in accordance with provisions of the said Act.

The powers and duties of its officers and employees

Rules, regulations, instructions, manuals and records, held by PFRDA or under its control or used by its employees for discharging its functions

Statement of Categories of Documents that are held by PFRDA or under its Control 

(vii) 

Particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof 

(viii) 

List of Boards, Councils, Committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for

(ix) 

Directory of its officers and employees/ Email Directory

(x) 

Monthly remuneration received by its officers and employees, including the system of compensation as provided in its regulations

(xi) 

The budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditures and reports on disbursements made

(xii) 

The manner of execution of subsidy programs, including the amounts allocated and the details of beneficiaries of such programs

(xiii) 

Particulars of recipients of concessions, permits or authorisations granted

(xiv) 

Details in respect of the information, available to or held by it, reduced in an electronic form

Right to Appeal Under RTI Act 

If you are not satisfied with the response provided by the CPIO, you can appeal to the First Appellate Authority at PFRDA within 30 days of receiving the response.

You can address the appeal to the Appellate Authority designated by PFRDA under the Right to Information Act, 2005.

Escalation Rto the Central Information Commission (CIC) 

If you are still dissatisfied with the decision of the Appellate Authority, you may escalate your appeal to the Central Information Commission (CIC), as per Chapter 3 of the RTI Act, 2005.   

Can PFRDA Deny Information?

Under Sections 8 and 9 of the RTI Act, 2005, PFRDA can deny information in specific cases, such as:   

  • Information, disclosure of which would prejudicially affect the sovereignty and integrity of India, the security, strategic, scientific or economic interests of the State, relation with foreign State or lead to incitement of an offence; 
  • Information which has been expressly forbidden to be published by any court of law or tribunal or the disclosure of which may constitute contempt of court; 
  • Information, the disclosure of which would cause a breach of privilege of Parliament or the State Legislature; 
  • Information including commercial confidence, trade secrets or intellectual property, the disclosure of which would harm the competitive position of a third party, unless the competent authority is satisfied that larger public interest warrants the disclosure of such information;  
  • Information available to a person in his fiduciary relationship, unless the competent authority is satisfied that the larger public interest warrants the disclosure of such information; Information received in confidence from foreign government; 
  • Information, the disclosure of which would endanger the life or physical safety of any person or identify the source of information or assistance given in confidence for law enforcement or security purposes; 
  • Information which would impede the process of investigation or apprehension or prosecution of offenders; 
  • Cabinet papers including records of deliberations of the Council of Ministers, Secretaries and other officers; 
  • Information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information Officer or the State Public Information Officer or the appellate authority is satisfied that the larger public interest justifies the disclosure of such information. 

RTI Application Fees and Costs

According to the Right to Information (Regulation of Fee and Cost) Rules, 2005, the application fee is:   

  • ₹10/- payable via cash (with receipt), demand draft (DD), banker’s cheque, or Indian Postal Order (IPO) in favor of Pension Fund Regulatory and Development Authority.   


Additional Charges for Information 

  • ₹2 per page (A4/A3 size) for copies.   
  • Actual cost for larger-size copies or models. 
  • ₹5 per 15 minutes after the first free hour for record inspection.   
  • ₹50 per floppy or diskette for electronic information.   
  • Printed copies at actual publication price or ₹2 per page for photocopies. 


Payment and Processing Time   

Once the application and fee are received, PFRDA will communicate any additional costs (if applicable) within 30 days as per Section 7(1) of the RTI Act.
