Overview
The Information and Cybersecurity Department at PFRDA plays a crucial role in safeguarding the organization's information assets. Overview
This department is dedicated to enhancing financial literacy amongst various stakeholders connected with pension schemes regulated/administered by PFRDA and public at large, through comprehensive trainings. By conducting extensive training programs and pension literacy initiatives, the department aims to empower individuals with the knowledge required to make informed decisions about their retirement planning. The department is also responsible for the implementation and operationalization of the Retirement Planners (RP) Scheme, which involves the empanelment and training of RPs. These planners aim to create awareness about retirement planning, NPS and APY to assist individuals in understanding and managing their pension plans effectively. Additionally, the department manages the Pension Sanchay website, a dedicated platform for financial literacy, to spread awareness and educate subscribers and the general public on the fundamental elements related to money, financial planning, retirement planning, investment evaluation and annuity. The website has a blog section for discussions and sharing of information on behavioural aspects of retirement planning, fundamentals of money & finance, retirement planning, saving & investing and pensions. Furthermore, the department oversees the Information Helpdesk Services for NPS, APY and UPS ensuring that individuals have access to accurate and timely information, alongwith SEPF related matters.

2. Financial Literacy Initiatives
- Implementing pension literacy programs and managing the RP Scheme.
- Selection and appointment related activities of agency for operationalizing of RP Scheme.
- Empanelment of RPs.
- Developing and updating content on Financial Literacy handbooks/materials/videos related to retirement Planning/NPS/UPS/APY.
- Maintaining and updating the RP Portal.
3. Pension Sanchay Website
- Managing content and publishing articles.
4. Information Helpdesk Services
- Selection and appointment related activities of agency for implementation of Information Helpdesk Services for NPS/UPS/APY.
- Implementing and managing call center services for NPS/UPS/APY.
- Conducting training for call centre supervisors and executives.
- Arranging specific outbound call campaigns as per requirements for different departments of PFRDA.
5. Subscriber Education Protection Fund (SEPF)
- Constitution of the SEPF Committee.
- Hosting of the SEPF Committee meetings on a quarterly basis.
- Providing secretarial support.
- Apprising the Committee of the progress in reference to the actionable which arise alongwith the utilization of the SEPF.
Department of FSDC, Inter Regulatory Matters, EWG, FSLRC, NCFE, IOPS and Annual Report
The role of the department is to prepare policy briefs, provide technical support, draft presentations, collate inputs and translate them into coherent, actionable points which can be discussed and deliberated in the meetings. The department coordinates with the respective departments of PFRDA and the Working Groups/Respective Regulators or government departments, to ensure timely resolution of issues as and when they arise while ensuring a smooth inter-regulatory transmission of information. The department also provides the requisite support for the sub-groups under FSDC, namely FSDC-SC, Early Warning Group, Inter Regulatory Forum, Inter Regulatory Technical Group, and Technical Group for Financial Inclusion and Financial Literacy amongst others. The department also provides the update on the progress of the implementation status in PFRDA, of the recommendations given by the FSLRC. The Indian financial sector being governed by multiple Acts, Rules and Regulations. To address the issues relating to the dynamic, complex and highly interregulated world along with the need to assess its soundness for addressing the emerging requirements in a rapidly changing world, the Finance Minister announced the formation of the FSLRC during the Budget speech of 2010-11 which was notified in 2011.
The department is also responsible for providing the requisite support to the Nominee Director from PFRDA appointed to the Board of NCFE and secretarial support to the Chair of NCFE when PFRDA assumes the same; completion of actionable as decided at the Board Meeting of NCFE, providing further reach and visibility to the programmes which are initiated by NCFE and assist NCFE for achieving its objectives to ensure a higher level of financial education as PFRDA is one of the promotors of NCFE. The department is also responsible for drafting and/or vetting of inputs for technical papers, international policy initiatives such as Risk Based Supervision, and providing data related to the NPS architecture to IOPS and Working Party on Private Pensions (WPPP) for their respective marquee publications of Pension Markets in Focus and Pensions at a Glance. As of May 31, 2025, PFRDA has also been elected to the Executive Committee of IOPS. Furthermore, PFRDA is also a member of the WPPP which falls under the ambit of Organisation for Economic Co-operation and Development (OECD). The IOPS is a leading global standard-setting body focused on the effective supervision of private pension systems. Established in July 2004, IOPS emerged from the collaborative efforts of the OECD and the International Network of Pension Regulators and Supervisors, building on the OECD’s early work in pension oversight and regulatory cooperation. The department, in pursuance to Section 46 of the PFRDA Act, 2013, is responsible for the drafting of the Annual Report in line with the PFRDA (Reports, Returns and Statements) Rules, 2015, and ensure its timely submission to DFS so that it may be laid in both houses of the Parliament as per the timelines prescribed therein. Furthermore, as per the Rule 3 of the PFRDA (Reports, Returns and Statements) Rules, 2015, this department is also responsible for the submission of the Quarterly Returns to the DFS. Overview - Grievances Cell
The procedure of redressal of grievances under NPS & APY is executed as per provisions of the PFRDA (Redressal of Subscriber Grievance) Regulations 2015 and amendments thereto which provides a four level grievance escalation matrix and the grievances pertaining to NPS/UPS/APY are required to be lodged with entities registered/empanelled with the Authority or govt nodal offices under the NPS architecture at the first level. Further escalations may be exercised as per the escalation matrix.
The Grievances Cell at PFRDA facilitates redressal of policy level subscribers’ grievances received directly through emails, letters at PFRDA.
Key Functions
1. Forwarding Grievances to CRAs
- Complaints received directly at PFRDA are forwarded to the concerned CRAs for registering in the CGMS portal.
2. Coordination for Redressal
- Coordinates with CRAs to ensure that the grievances are assigned to the concerned intermediaries/govt nodal offices and are resolved promptly.
3. Record Maintenance
- Record of level grievances received, resolved and pending is maintained for records and information purposes.
4. Reporting
- Periodic reports on level grievances are provided to the senior management as well as under the Annual Report, PFRDA.
Overview - Public Grievances Portal & CPGRAMS department
The Public Grievances Portal & CPENGRAMS Department at PFRDA handles complaints received via the Centralized Public Grievance Redress and Monitoring System (CPGRAMS). PFRDA ensures that grievances related to NPS, UPS and APY are forwarded to the concerned CRAs and resolved within the prescribed timelines. Regular monitoring and reporting ensure transparency in grievance redressal.

- Complaints received via CPGRAMS are documented and forwarded to CRAs for resolution.

- Proper tracking and resolution of grievances is ensured by collaborating with CRAs.

The Regulation - Redressal of Subscriber Grievance department at PFRDA undertakes drafting, amending, and implementing regulations related to resolution of grievances of subscribers under NPS architecture. It ensures that the regulatory framework remains updated based on stakeholder feedback, and all amendments are effectively communicated to relevant entities.

- Regulatory changes are developed and proposed based on industry feedback.

- Amendments are implemented as per the extant Regulations and procedures.

Overview
The role of Promotion and Development Department of the Pension Fund Regulatory and Development Authority (PFRDA) is to promote and develop the Atal Pension Yojana (APY), NPS Lite, and the National Pension System (NPS) [across Governments, Central Autonomous Bodies (CABs) and State Autonomous Bodies (SABs)].
The department fosters an environment conducive to the adoption and implementation of these pension schemes, ensuring financial security in old age.
To achieve this, the department collaborates with various stakeholders, including state and central government bodies, financial institutions, and fintech companies, to strengthen the pension ecosystem, enhance scheme sustainability, and increase subscriber participation.

- Finalisation of annual targets for APY Service Providers (APY-SPs)

Overview - RTI Department
In PFRDA, the RTI Department is charged with the task of fostering transparency and accountability by ensuring access to the required information for the citizens. The department receives queries and appeals under RTI and confirms compliance with the provisions of the RTI Act, 2005.
The RTI Department keeps an important place in the establishment of PFRDA as an open, transparent institution. By giving access to information, the department enables the citizenry to make choices and hold public authorities accountable. Thus, the benefits conferred by more transparency include more trust from the public which is vital for good governance.
Key Functions
1. Handling RTI queries
- Receiving Applications: RTI applications are received physically or online through the RTI portal of the Department of Personnel and Training (DoPT).
- Initial Scrutiny: The applications are scrutinized for completeness with respect to the relevant fee. If an application is not complete, it is promptly rejected.
- Forwarding to the Relevant Department: Queries are routed to the concerned departments for input. Where information is held by another department, the application is redirected there.
- Compiling the Responses: Information from various departments is collated, an appropriate reply is prepared and then dispatched to the applicant within the stipulated period.
2. Responding to Appeals
- Examining Appeals: Appeals are examined, and inputs are sought from the concerned departments as necessary.
- Drafting Orders: Orders are drafted after consultation with the Appellate Authority and dispatched within time.
3. Coordination with CIC
- Responding to Notices: The department coordinates with the Central Information Commission (CIC) regarding second appeals and hearings, ensuring timely and accurate responses.
4. Proactive Disclosures
- Transparency Audits: Transparency audits are held on an ongoing basis and proactive disclosures are maintained on the PFRDA website in accordance with Section 4 of the RTI Act.

राजभाषा विभाग के कार्य
राजभाषा विभाग भारतीय संविधान और राजभाषा अधिनियम, 1963 में वर्णित प्रावधानों के तहत प्राधिकरण के कार्यों में हिंदी के उपयोग को बढ़ावा देने के उद्देश से कार्य करता है। विभाग के मुख्य कार्य हैं -
• भारत सरकार से प्राप्त राजभाषा अधिनियम और नियमों और अन्य संबंधित निर्देशों के प्रावधानों का कार्यान्वयन;
• प्राधिकरण में हिंदी का उपयोग आसान बनाने और हिंदी के प्रोत्साहन के लिए संदर्भ सामग्री तथा प्रशिक्षण की व्यवस्था तैयार करना;
• प्राधिकरण में हिंदी के प्रगामी प्रयोग पर सरकार को विभिन्न रिपोर्ट प्रस्तुत करना;

Overview
Supervision- Fund Management (Pension Funds and Custodian) monitors and supervises the activities undertaken by the Pension Funds and Custodian to ensure smooth discharge of the functions in accordance with the PFRDA Act, 2013, PFRDA (Pension Fund) Regulations, 2015, PFRDA (Custodian of Securities) Regulations, 2015 and various circulars, guidelines, advisories, directions issued thereunder.

Department is responsible for supervising the Central Recordkeeping Agencies (CRAs), Trustee Bank and Annuity Service Providers (ASPs) to ensure that they adhere to the established regulations, guidelines, instructions, SOPs, Service level agreements etc. and monitor their performance. The department is also responsible for activities related to Exits and Withdrawals under NPS. The department oversees improvements in CRA Systems and development of new functionalities by the CRAs as per emerging needs.

CRA Supervision
• Processing the periodical reports received from CRAs and their performance are monitored in terms of adherence to compliance of regulations, guidelines, instructions, SOPs etc.
• Onsite inspections of CRAs to ensure alignment with CRA regulations and guidelines.
• Periodic review meetings with CRA officials are conducted.
• Review of the new initiatives and system improvements that are introduced by CRA to enhance subscriber experience.
Trustee Bank Supervision
• Processing the periodical reports of Trustee bank.
• Monitoring the activities of Trustee bank to ensure compliance, system integrity, and adherence to timelines as defined under Service Level Agreement.
• Policy updates and system enhancements are communicated, ensuring timely fund flow and reporting.
• Introduce new features/processes for better service delivery, grievance handling, remittance processing, and subscriber fund transfers.
Exit & ASP Supervision
• CRA processes related to subscriber exit and withdrawals are monitored for compliance and effectiveness.
• Overview the system capability of CRAs in adherence of the regulations for processing the Exit cases.
• ASP performance is reviewed using MIS reports; deviations are addressed and feedback is provided to streamline the annuity issuance process.
• Monitoring the adherence of the operational instructions/directions by the ASPs.

The Supervision - Contribution Management - I (Government Nodal Office) department at PFRDA is supervising and monitoring NPS and UPS related activities within the Central government sector and NPS related activities within the State Governments, and Autonomous Bodies thereunder.
